With the September 16, 2005 implementation of the new wood packing materials requirements, Customs has implemented a phased compliance approach in three steps. This was due to compliance measurements taken in the month of July and they discovered that wood packing was over 70% non-compliant. This phased approach is being applied by Canada, Mexico and the United States.
